MANILA, Philippines — The immigration lookout bulletin order (ILBO) against an initial of 35 individuals linked to the anomalous flood control projects is now in effect, according to the Bureau of Immigration (BI).
Immigration Commissioner Joel Anthony Viado said on Thursday that they received from the Department of Justice (DoJ) a copy of the ILBO in the afternoon of Sept. 3, 2025 directing immigration officers to strictly monitor the names on the list., This news data comes from:http://jqy-qlkd-be-le.erlvyiwan.com

The order, signed by Justice Secretary Jesus Crispin Remulla, refers to the letters from Sen. Rodante D. Marcoleta, chairman of the Senate Blue Ribbon Committee, and lawyer Rodolfo Noel S. Quimbo, director general of the Blue Ribbon Oversight Office Management (BROOM), requesting for the issuance of an ILBO or "watch list" against 35 individuals in connection with the ongoing Senate inquiry on the reported malfeasance, misfeasance, and nonfeasance on flood control projects from 2022 to 2025.
Included in the first ILBO are Alex and Raymond Abelido of Legacy Construction Corp., Cezarah Discaya of Alpha & Omega General Contractor and Development Corporation, Ma. Roma Discaya Rimando of St. Timothy Construction Corporation, Allan Quirante of QM Builders and 30 others.

Viado said that a second ILBO against 26 public works officials and contractors requested by Public Works Secretary Vince Dizon will also be implemented today as soon the bureau receives the order from DOJ.
